docs(15-03): complete backward compatibility verification plan

- Created SUMMARY.md: 3 tasks, 9 tests, all passed
- Updated STATE.md: recorded decisions and session info
- Updated ROADMAP.md: phase 15 progress (3/4 summaries)
- Marked CONFIG-02 and CONFIG-03 complete

Backward compatibility verified:
- Rule-based segmentation unchanged (CONFIG-02)
- AnalyzeProcessor independent (CONFIG-03)
- API calls remain compatible
- All 24 tests pass (9 new + 15 existing)
