feat(02-02): implement BilibiliAdapter for video and article metadata

- Implement PlatformAdapter interface for Bilibili platform
- Add video metadata extraction (BV号)
- Add article metadata extraction (CV号)
- Add automatic retry on network errors (3 attempts)
- Add state recording for failed steps
- Add content type identification from URL
- Add output filename generation

"""Tests for BilibiliAdapter
This module tests the BilibiliAdapter implementation:
1. fetch_metadata("BVxxx", "video") returns correct video metadata
2. 403 error triggers fallback strategy (API -> Playwright)
3. Network errors are retried 3 times
4. get_output_filename returns correct format
5. Failed requests call WorkflowStateManager.mark_step_failed()
