2. [Rule 3 - Blocking] Added pytest.ini for PYTHONPATH configuration

Found during: Task 2 (test execution)
Issue: 模块导入失败，kb_pipeline 未在 Python 路径中
Fix: 创建 pytest.ini 配置 pythonpath = .

Verification: 测试无需设置环境变量即可运行
Committed in: 2caddd7 (Task 2 commit)
