Out-of-Order Execution

Note: The implementation (user_context.py) was already committed in 9bd29a2 as part of plan 04-02. This plan (04-01) was executed after 04-02, adding the test coverage that should have been written first in TDD fashion. The implementation matches the plan specification exactly.
